Попробуйте вместо импорта токена вставить его вручную bot.run("ваш токен").

Я предположу, что вы словили Жестокий рейт-лимит. Причина этому рейт-лимиту - while True в вашем on_ready.

Это бесконечный цикл, без sleep между change_presence -> ваш бот просто спамит запросами на смену статуса на сервера discord. Они отвечают вполне просто - просто блокируют вас за чрезмерное кол-во запросов. Я бы убрал while True и попробовал запустить на другом токене. Если запустится - мое предположение верно. Тогда нужно будет подождать некоторое время и вы сможете запустить уже на осн. токене.
