Точно, в методе контроллера неверно указана вьюха. Надо поправить

   @RequestMapping("/")
    public String showAllEmployees(Model model){

        List<Employee> allEmployees = employeeDAO.getAllEmployees();
        model.addAttribute("allEmps", allEmployees);

        return "all_employees";
    }

На странице JSP используется библиотека JSTL старой версии, поэтому тэги не работают.
